What the record shows
Convictions and guilty pleas have been entered against several people for carrying out the killing. Proceedings connected to the alleged commissioning of the murder have not concluded, and the public inquiry made findings about state responsibility that no criminal proceeding addresses. Describing the case as closed misstates the record.
What remains unknown
The outcome of proceedings that remain pending, and whether any further person will be charged.

What the record shows
This site does not use the word mastermind as a descriptor of any person. Where a person has been charged with complicity in the murder, the correct description is the charge and its stage. A charge is not a finding. Where a court has convicted, the conviction and its terms are stated instead.

Whether the alleged commissioning will be proved to the criminal standard.

That the public inquiry found the Maltese state ordered the assassination.
What the record shows
The board of inquiry found that the state had to bear responsibility for a failure to recognise and act on the risks to her life, and described a climate of impunity. It did not find that the state, as such, ordered or participated in the murder. Both parts of that distinction matter and are set out on the public inquiry pages.
What remains unknown
Nothing about the inquiry's text; the report is published in full and can be read directly.

That she was only a blogger and not a journalist, and so this is not a press freedom case.
What the record shows
She worked as a newspaper columnist and editor as well as publishing her own site. Council of Europe bodies, the European Parliament and press freedom organisations have treated the killing as the murder of a journalist. The characterisation is a rhetorical device rather than a factual dispute about her work.
What remains unknown
Nothing material. Her published bylines are a matter of record.

What the record shows
Legislation and committee processes followed the report. Press freedom organisations and the Caruana Galizia foundation have assessed several measures as incomplete or weakened. What the record shows
A presidential pardon was granted in exchange for testimony. That fact is public and is recorded here. Whether it affects the weight of the evidence is a matter for the courts, which have addressed it in proceedings. Recording the pardon is not a comment on the truth of the testimony.

What the record shows
No source establishes any justification for the killing. The public inquiry addressed the campaign of vilification against her and treated it as part of the context that the state failed to address, not as an explanation that reduces responsibility.
