Assessment
The board of inquiry found that the state had to bear responsibility for a failure to recognise and act on the risks to her life, and described a climate of impunity. It did not find that the state, as such, ordered or participated in the murder. Both parts of that distinction matter and are set out on the public inquiry pages.

She worked as a newspaper columnist and editor as well as publishing her own site. Council of Europe bodies, the European Parliament and press freedom organisations have treated the killing as the murder of a journalist.
