Who has been held to account, and who has not
Convictions, findings, reforms and gaps are recorded separately because they are different things. A guilty plea is not a finding about who ordered the killing. An inquiry finding about state responsibility is not a criminal verdict. A law on the statute book is not a reform in operation. This section keeps those distinctions visible.

Convicted, charged, pleaded guilty, acquitted, appeal pending, proceedings open, investigation ongoing and role not judicially established all mean different things and are used only where the cited record supports them. The word mastermind is not used as a descriptor of any person on this site. Where the commissioning of the murder is discussed, the charge, its stage and the evidence type are stated instead.
